Mr. Dallas owns a farm nearby and his cousins also own property nearby. He has many concerns about the proposed facility: noise levels (from generators), water usage, light pollution, increased vehicle traffic, etc. He also had concerns that there were many unknowns and asked how the commissioners could vote with so many unknowns.
In the narrative, the planning commission had visited sites similar to what is proposed. They couldn’t hear generators from outside the front door. The outdoor lights will face downward to cut down on light pollution. The water usage can be lessened with a more efficient design. There shouldn’t be very much increased traffic because there aren’t as many workers and the entrance/exit near the property will be for emergency traffic.
Mr. Dallas wasn’t convinced and said that the commissioners should be protecting his lifestyle and that 500 feet is nothing in a rural area. Mr. Dallas also mentioned what kind of runoff situation would the buildings create because they always talk to him about runoff on his structures that are like barns, etc but these buildings will be much larger than his barn.
Chairman Duncan mentioned that the owner was attempting to put a new large subdivision in that space, which would be much more disruptive.

Public Participation
Priscilla Bence: Thanked Board of Commissioners for the guidelines. Wants to close the Teen/YA Room in the library and intersperse all YA titles with adult books. Also, wants to move all adult titles (including Large-Print titles) downstairs, and all children’s and teen books upstairs.
Karin Parham: Asking to reconsider guidelines due to legal risks.
Robert Heideman: Thanked Board of Commissioners for the guidelines. Wants to keep the guidelines because he thinks it protects children from LGBTQ content. He also stated that the ALA is a Marxist organization and criticized the organization’s defense of LGBTQ books.
Benjamin Lighter - He is opposed to Harlem annexing a large piece of property. He did an Open Records Request and obtained documents showing concepts and planning, which the City of Harlem has publicly denied.
Chad Medlin - Announced he is running for District 4.
