(I2b1) Resolution 26-12 Adopting an Annual Budget for All Funds of Columbia County, Georgia for Fiscal Year 2026/2027. Approve: Yay 5, No 0
Johnson: Working on the budget for about 6 months using zero-based budgeting. Boards goals: no property tax increase, reduce taxes if possible, maintain county services despite continued growth. General fund increase 1.95% compared to about 3% last year. Keeping growth below 2% notable given population growth, new facilities and infrastructure, and increased service demands. 22 new county positions: jail deputies, EMA personnel, parks & rec to maintain new parks/facilities. Target contingency reservice is 2.5%. Includes 3% COLA for employees. Employee health insurance cost increases - medical increase 10%. County attorney rates increased $20/hr. Hadn’t been rate increase in awhile.

Schlachter: Salon previously offered massage therapy services but discontinued during Covid after losing staff. Service inactive for over a year and county regulations changed, business required to obtain new conditional use permit. One massage therapist operating within existing salaon.
