(I2a1) RZ25-07-01, Conditional Use for Massage, 4210 Columbia Road, Building 15, Tax Map 079 Parcel 156, 0.23 +/- acres, and currently zoned PDD (Planned Development District). Approval: Yay 5, No 0
Building 15 is in addition to Building 4. The conditional use is granted to the building but in order for someone to operate, they need a state license.
(I2a2) RZ25-07-02, Change of Conditions, 102 Colonial Road and 303-311 South Belair Road, Tax Map 073A Parcels 154-159, 2.86 +/- combined acres, and currently zoned C-C (Community Commercial). Deny: Yay 4, No 1 (Commissioner Allen opposed)
The project manager spoke. Wanted a temporary change to residential for 36 months. Stated that it takes a while to work on good development. The end-game is to keep all lots as commercial but this way they could keep the houses occupied while they find good businesses for the location.
(I2a3) VA25-07-01, Variance to section 90-98 list of lot and structure requirements, 307 South Belair Road, Tax Map 073A Parcel 156, 0.46 +/- acres, and currently zoned C-C (Community Commercial). Deny: Yay 4, No 1 (Commissioner Allen opposed)
(I2a4) RZ25-07-03, Rezoning from R-1 (Single Family Residential) to S-1 (Special), 4933 Hereford Farm Road, Tax Map 067 Parcel 017G, 1.8 +/- acres, and currently zoned R-1 (Single Family Residential). Deny: Yay 5, No 0
Property is a personal care home and needs to have 6 or less occupants with the owner living onsite. Request is for a group home so they can add another occupant and the owner would not live onsite. Group homes have different building codes, such as installing fire sprinkler. Staff are onsite 24/7. This allows the business to have 3rd party billing and bill medicaid directly. Owner states there is space for 10 occupants.
(I2a5) RZ25-07-04, Conditional Use for retail package sale of distilled spirits off-premise consumption, 102 South Belair Road, Tax Map 068 portion of Parcel 003A, 3.05 +/- acres and currently zoned C-2 (General Commercial) Approve: Yay 3, No 2 (opposed: Commissioner Melear and Commissioner Carraway)
Owner representative: This is for a 15,000 SQ ft liquor store. Possible restaurant and coffee shop occupying other 2 spaces in building. Most neighbor concerns focused on commercial development grievances such as tree line and traffic.
Former Commissioner Skinner: Opposed to liquor store in this neighborhood due to proximity to a private school. Several people raised hands and said they were opposed to liquor store as well.
Russell Wilder: Sells cigars to liquor stores and visited owner’s other liquor store in Richmond County. There were no derelicts hanging around. The owner is a small business owner trying to make an honest living. It’s not a vape shop or some kind of threat. There are liquor stores all over the county.
Grace Welsh: Lives in the neighborhood and made a point that she was the only person from the neighborhood and only young person. She met with the owner about her concerns. She is in favor of the business because it’s a small locally owned business. She believes the owner will work with nearby neighborhood about treeline.
(I2a6) VA25-07-02, Variance to section 90-53 list of lot & structure requirements, 303 Crestview Drive, Tax Map 082A Parcel 183, 0.36 +/- acres, and currently zoned R-3 (Single Family Residential) Approve: Yay 5, No 0
