(I1a1) Resolution Number 25-05 Authorizing the Hull Barrett Law Firm to Represent the County in PFAS Litigation. Move to Consent: Yay 3, No 0
Discussion: Other law firms contacted county to represent them in PFAS litigation. Our water system has had proper levels but may get compensation. Other law firms were requesting to obtain 50% of recovered $$, but Hull Barrett offered to obtain 25% as recovery compensation.

Discussion: Usually this is renewed in June and go through bid process but with all of the cleanup still ongoing. Staff recommends renewing for another year. Staff is happy with the service. Commissioner Melear was in attendance and advised that there were concerns with the rate of pickup, however after they had a meeting, the company responded appropriately and expeditiously.

Water Utility
(I1a1) Independent Contractor agreement with Ardurra Group, Inc. for the 2025 Biosolids Report. Move to Consent: Yay 3, No 0
Discussion: This is for the testing and quarterly reports. $15,500 - same as last year.
Couch: This is for the treated sewage that is used on land?
Gordon: Yes, the biosolids are treated and then used to grow hay.

Discussion: Planning on changing billing software 4/28. Conducting daily testing. The challenge is the old system is from 1978 so it’s a challenge integrating the data.
Couch: Will this be a 6 month delay?
Gordon: Probably 4-month.
Couch: Asked a question about a note in the last billing cycle that there was an elevation in the water supply?
Gordon: Yes. Required by law to send that out. EPD samples are taken regularly from 8 different sites. Received a notice on 2/12 that one sample from November was elevated. This is a byproduct of one of the disinfectants. (I think he said chlorine). You would have to drink gallons and gallons of the stuff over years to cause any health problems and it’s 1 site out of the 8. However, we are looking into how to mitigate it in the future. The organics are the problem so we could use activated carbon or flush the system more. This time of year there’s less water flow, so we’re looking into how to flush the system better. We’re going to a conference next week too to see if there’s a better way of doing that.
Johnson: We’re required by law to send out the letter, but the way we’re required to word the letter tends to scare the public rather than inform. This is another example of how federal and state laws dictate to local governments how we do things when it might not actually help.

You have to "drink galllons and gallons" before it harms you. #1, in a 3 month period, I do drink gallson of Columbia County Water. #2, the chemical is in our water all the time, just at lower levels. #3, many organic compounds are stored in our body fat and accumulate over time. #4, chemicals interact with other chemicals in water to produce unexpected hazards.
I'd be interested to know what were the levels at all 8 sites and the locations of all 8 sites and historical data for the measurement of this particular compound.
Yes, these notifications cause panic. Apparently Columbia County would rather us be dumb and happy.
