House Bill 581 Homestead Exemption
To Opt-Out of House Bill 581 Homestead Exemption: Yay 5, No 0
Comments from Chairman (not transcribed):
Chairman Duncan believes in the intent behind HB581. On the surface it seemed simple, but there are too many unforeseen consequences that would hurt the quality of life for residents of Columbia County. He would like to look at solutions to lower property taxes locally. Commissioner Connie Melear will research solutions and have proposals ready by 4/2.
Adjournment: Yay 5, No 0
(This is my interpretation of events) After the meeting adjourned, a man (I didn’t catch his name) began arguing with Commissioner Melear in an elevated voice. Apparently they are friends but disagree on this issue. He wanted the county to opt-in because he feels like longtime property owners get “screwed.” County Manager, Scott Johnson, began turning the lights out and said the meeting was adjourned, the chamber was closed so everybody needed to go. Several Commissioners stated staff needed to go home. We helped the news reporter gather her camera and bag because she hadn’t packed all of her stuff up yet. Then, everybody left the chamber. Commissioner Melear and the man continued the conversation outside but, in my opinion, it didn’t appear to be quite as heated.
Happy to see this good example of local officials taking the time to learn about something, listening to the community, and be willing to change their initial positions.
I was at the first hearing on this issue and it was clear many of the Commissioners were leaning towards staying in 581. I was also at the third meeting (and spoke to urge them to opt out) and by then they seemed to have started shifting their views.
Democracy worked in Columbia County this time around!
