Allen had concerns about the SPLOST 2017-2022 Report. Discrepancy between $800,000 budget for the central warehouse project and the winning bid of $687,700 from Carol Daniel. Clarification provided that architecht and engineering fees (typically 6% but recently as low as 5.25%) are separate from and additional to a general contractor’s bid. The architect is Aces Environmental Services (approved list).

Future Goals: Will include programmable drones and aims to make district a powerhouse in the VEX arena. By year 5, should be mature, with elementary competitions and middle schools hosting qualifiers, likely requiring dedicated support staff
Allen: Brought up concerns about balancing AI literacy with traditional literacy and math, given proficiency scores around 50%. District affirmed core subjects remain foundation. Allen also requested a formal policy on student data privacy. District detailed current rigorous safety measures, including a strict vetting process for 3rd-party software, district-specific data protection, and not releasing personally identifiable student information. The district feels it is “overly complying” with regulations.

A proposal was presented to outource paraprofessional staffing to strengthen the district’s financial and instructional models.
The current model is financially unsustainable due to risings costs of benefits. An average para costs the district nearly $54K annually, with the cost of 300 locally-funded positions being a significant burden.
Proposal to transition to a vendor-owned model for new hires through attrition; no current employees would lose their jobs. Outsourced cost is projected at about $29K per position, saving almost $24K. Employees would get a higher wage but not the district’s State health benefits.
Savings would be reallocated to hire more certified teachers, identified as most important factor in student achievement. State funds a majority of a certified eacher’s cost (about $110K total), making them a more efficient use of local funds compared to 100% locally-fundd Paras.
Board members raised concerns about potential for higher turnover (currently about 80 per year annually), loss of employee continuity and investment in students, and quality of staff.
District could revert back to traditional model if outsourcing fails.

A mandatory Owner-Architect agreement addendum to receive State capital Outlay funding for the Greenbrier HS Project. The project’s early cost estimate is $82.7 million, but will change as progress. This is necessary step to proceed with the state. Discussed different bids and expenses.
